The Challenge:
In 2023, Florida enacted new legislation (HB 1069 and HB 1467) mandating increased transparency for instructional and library materials in all public schools. The laws required districts to make detailed lists of adopted materials, textbooks, and classroom library resources available to parents — searchable by school, grade, and subject. This directive created a significant administrative burden for districts and a logistical challenge for the Florida Department of Education (FDOE), which needed to implement a consistent, user-friendly, and secure solution statewide.

What We Did:
TEG partnered with the Florida Department of Education to design and deploy the Parent Plus Portal, a statewide transparency platform built on TEG’s proven Standards & Materials Navigator. Our solution offers:
- A centralized, searchable portal for parents to access instructional and library materials by district, school, grade, and subject.
- Preloaded state-adopted materials for easy district activation and a streamlined template for adding district-adopted content.
- ISBN integration to track classroom and media center resources by individual school.
- Role-based access for District Admins and School Library Managers through SSO integration.
- Comprehensive support including live chat, webinars, embedded training, and a ticketing system.
The portal is built to meet Florida’s legal requirements while reducing district workload, protecting publisher rights, and promoting clarity and access for families. Our pilot program in Franklin County validated both the functionality and ease-of-use of the platform, leading to a full district-by-district rollout beginning summer 2025.
The Result:
- Successful Pilot in Franklin County demonstrated the platform’s usability and compliance readiness.
- Statewide Rollout Underway: More than 60 districts are on track to launch by Fall 2025.
- TEG’s implementation approach minimized district burden while supporting transparency and public trust.
- FDOE now has a single, standardized interface to ensure transparency across all schools — one that integrates with existing district systems and supports evolving compliance requirements.
